I am commanded by the Army Council to acknowledge receipt of your letter No. 53838/43/39 dated 12th May 1939., dealing with a proposal to establish a factory in Hong Kong for the manufacture of high explosives, and in reply to state for the information of Mr. Secretary MacDonald that they agree with the proposed reply outlined in your letter, and have no other comments to offer.
